An Important Note On Threat Assessments and Mitigation.
Threat assessment and mitigation is a highly specialized field requiring legitimate skills, training and experience. In seeking assistance, make sure that whoever offers their services can provide proof of qualification. Just having a law enforcement or security background does not qualify a person to provide threat assessment or mitigation services.
Transcend Inc. founder Jeffrey B. Owens, CTM is one of Hawaii's most experienced threat assessment & mitigation consultants and currently the only person in Hawaii who has attained the designation of Certified Threat Manager (CTM) from the Association of Threat Assessment Professionals. Jeff is a retired Major of the Honolulu Police Department where he was a founding member of the Department's Hostage/Crisis Negotiator unit and servved as the Department's expert on all forms of interpersonal violence including workplace violence and threat response. In this capacity Major Owens provided advisment to law enforcement, other government agencies and private sector entities.
In the private sector Jeff has provided consultation, assessment and management assistance to numerous Hawaii businesses and government entities on workplace violence and threats, targeted and general violence; all of which have had successful outcomes. He is a sought after speaker and trainer who has addressed local, national and international audiences on violence prevention, intervention and response and effective leadership to prevent and correct workplace dysfunction.
Mr. Owens is a member of the Association of Threat Assessment Professionals, and one of an elite group to attain status as a Certified Threat Manager.
He assisted the Department of the Attorney General in developing the "Workplace Violence Prevention, Intervention & Recovery Manual for Hawaii's Employers", has served in an advisory capacity to researchers on violence, and has testified in the First Circuit Court of the State of Hawaii as an expert on workplace violence.
