HOW TO OBTAIN YOUR SECURITY GUARD EMPLOYEE LICENSE

Act 208 (HRS §463-10.5) requires all guards and those who act in a guard capacity to meet certain requirements and register with the State of Hawaii Board of Private Detectives and Guards. The following is offered to help with understanding the registration requirements to obtain the Guard Employee license required to work in a guard capacity. The following abbreviations or short-terms may be used:
HRS = Hawaii Revised Statutes HCJDC = Hawaii Criminal Justice Data Center HAR = Hawaii Administrative Rules DCCA = Department of Commerce and Consumer Affairs BOARD = Board of Private Detectives and Guards CE = Continuing Education
INITIAL LICENSE - THE TRANSCEND INC. THREE-STEP PROCESS
STEP 1. COMPLETE THE TRANSCEND INC. 8-HOUR CLASSROOM TRAINING
The law requires applicants to successfully complete eight (8) hours of classroom instruction and pass a written test conducted by a Board approved provider.
We provide the necessary State of Hawaii forms and detailed information on the registration process and fees. After successful completion of training, Transcend Inc. will issue a Certificate of Trainingapproved by the State of Hawaii for guard employee registration. STEP 2. FINGERPRINTS BASED CRIMINAL CONVICTION HISTORY CHECK
A fingerprint based criminal conviction check is required. Transcend Inc. does not do the fingerprinting. Only one company in Hawaii, called "Fieldprint", is authorized to submit electronic fingerprints to the HCJDC. Fieldprint will also collect the State of Hawaii and FBI background check fees. The fingerprint collection sites will not take walk-ins or accept payment on-site, therefore you must make an appointment and pay the fingerprint fee on-line in advance. STEP 3. SUBMIT A GUARD EMPLOYEE REGISTRATION APPLICATION & FEES
After being fingerprinted the next step is to submit a Guard Employee Registration form to the Board. We will provide a copy of the form at the training class. The form can also be printed out from our website (www.TranscendRM.com). The following needs to be submitted along with the form:
1. Copy of the Transcend Inc.Certificate of Training.
2. Proof of meeting the education requirement of high school or equivalent.
3. Fees Payable to "DCCA"
NOTE: The Guard Employee Registration Application and supporting documents can now be submitted to the DCCA online. Refer to the information below for instructions on how to do this.
To avoide delays in the DCCA processing of the application make sure that all names on all documents in the application package match. The name on the proof of education (High School Degree, GED, DD214, etc.); the Certificate of Training, and the name(s) on the State of Hawaii Application for Guard Employee Registration must all be the same. If you use different variations of your name, for example Ima Bea Somebody, Ima B. Somebody, and Ima Somebody; then enter those in the "Other Names" block. If you married and changed your name or otherwise had an official name change, put your former name in the "Other Names" block.
If you have had a criminal conviction in Hawaii or any other jurisdiction you must check the "Yes" box on the application and provide all of the required information as noted on the application form and instructions. Having a criminal conviction is not an automatic bar to obtaining a GDE license, however it is important to comply with the reporting and documentation requirements on the application and instructions to be able to obtain the GDE license and to avoid unnecessary delay in processing the application.
Once payment is received and the applicant has cleared review and the background check, the Board will issue a GDE license number and mail a “guard card". Once the person has been listed on the DCCA website with a GDE number they are eligible to work even if they have not received the paper license in the mail.
